GANDERBAL, AUGUST 23: In a proactive step towards ensuring fair and ethical electoral practices, a comprehensive day-long training cum workshop to enhance proficiency regarding duties of Election Expenditure Monitoring (EEM), Model Code of Conduct (MCC), usage of C-vigil, ESMS (Election Seizure Management System), ENCORE (Enabling Communications on Real-time Environment), was organized today at conference hall of Mini Secretariat Ganderbal.
The training cum workshop held under the guidance of Additional District Development Commissioner, Mushtaq Ahmad Simnani who is also Nodal Officer for MCC, was also attended by Additional Deputy Commissioner, Gulzar Ahmad, ACR and District Treasury Officer.
The Training programme aimed to equip stakeholders with the necessary knowledge and tools to uphold the principles of democracy and transparency in the electoral process.
The programme witnessed enthusiastic participation from various District Officers, Sectoral Officers, Police, FSTs, VSTs, VVTs and Accounting Teams.
The event served as a platform for interactive sessions, engaging discussions, and practical demonstrations, fostering a deeper understanding of the MCC guidelines and their practical application in the upcoming electoral activities.
Participants gained insights into the fundamental principles, objectives, and provisions of the Model Code of Conduct, emphasizing the significance of ethical conduct, neutrality, and integrity during elections.
On the occasion, attendees learned about effective strategies for MCC implementation, proficiency regarding EEM, usage of C-vigil, ESMS including monitoring, enforcement, and grievance redressal mechanisms.
Tailored sessions were conducted to address the specific roles and responsibilities of various stakeholders, including election officials, and law enforcement agencies, ensuring a holistic approach to MCC compliance.
Participants had the opportunity to engage with subject matter experts, clarifying doubts, sharing insights, and brainstorming solutions to common challenges encountered during the implementation of the MCC.
During the training, the expenditure monitoring teams were asked to stay vigilant and proactive, ensuring that all candidates adhere strictly to the prescribed expenditure limits.
